Escalation Architecture From Black Sea to Red Sea

How connected conflict systems are reshaping maritime, energy and infrastructure security.

The most important shift from the Black Sea to the Red Sea is not the emergence of one regional war, but the formation of a connected escalation architecture. Separate conflict
systems in Ukraine, the Black Sea, the Eastern Mediterranean, the Red Sea and the Gulf increasingly interact through maritime routes, energy flows, proxy networks, critical infrastructure, alliance signalling and political thresholds. This interaction is already measurable in disrupted Black Sea food exports, Red Sea shipping diversion, Hormuz energy risk, LNG infrastructure exposure, submarine cable vulnerability and the expansion of EU maritime security responses. The region is not becoming one war. It is becoming one escalation environment.

The geography from the Black Sea to the Red Sea is often read as a chain of separate crises. Ukraine is treated as a European war. Gaza and Lebanon are treated as Middle Eastern flashpoints. The Red Sea is treated as a maritime security problem. Hormuz is treated as an energy chokepoint.

The emerging pattern is different. These theatres increasingly affect one another through ships, energy, food, data, military assets and political risk. A strike on a Black Sea port can affect grain flows. A missile attack in the Red Sea can divert Asia-Europe trade around Africa. Instability around Bab el-Mandeb can alter Gulf energy routing. A crisis in Hormuz can affect LNG expectations in Europe. Damage or risk to submarine cables can turn maritime insecurity into digital infrastructure pressure.

This does not mean that all actors are operating under one command structure. Russia, Iran, Israel, Türkiye, NATO, the EU, Gulf states and non-state armed groups have different objectives and thresholds. Yet separation of intent no longer guarantees separation of effect. The region is not moving toward a single regional war. It is moving toward a connected escalation architecture.

The phrase “regional war” is tempting, but it does not fully capture the strategic pattern now emerging. A regional war implies one broad conflict with a unified logic, a coherent command structure and a clear geographic theatre. The current situation is more complex. The crises in Ukraine, the Black Sea, the Eastern Mediterranean, the Red Sea and the Gulf have different origins, actors and political objectives.

Yet they increasingly interact through shared routes, shared vulnerabilities and shared escalation thresholds. A battlefield does not need to merge physically with another battlefield to become strategically connected to it. It is enough for pressure in one theatre to alter cost, risk, timing or political calculation in another.

This is why the region is better understood as a connected escalation architecture. It is an architecture because the same structural channels repeatedly transmit pressure: chokepoints, ports, energy routes, cables, naval deployments and political thresholds. The architecture is not defined by unity of command. It is defined by transmission. Escalation moves through maritime corridors, energy chokepoints, grain exports, LNG terminals, submarine cables, proxy networks, naval deployments and alliance signalling. The Black Sea Grain Initiative and the Red Sea effect on Ukrainian exports demonstrate the point. The two theatres were not part of the same war, but they were part of the same maritime risk environment.

The Eastern Mediterranean is the hinge between the northern and southern parts of this architecture. It connects the Black Sea security environment with Syria, Lebanon, Israel, Türkiye, maritime jurisdiction disputes, energy routes and naval presence. Without this hinge, the Black Sea and Red Sea appear as two distant maritime crises. With it, they become part of a wider corridor where European security, Middle Eastern escalation and maritime infrastructure risk interact.

The decisive issue is not whether these theatres merge, but how pressure moves between them.

The Black Sea to Red Sea case suggests that escalation should not be understood only as vertical intensification within one conflict. It can also move horizontally across connected systems. The issue is not only whether violence becomes more intense inside one theatre, but whether pressure generated in one theatre changes the risk calculus, cost structure or operational behaviour of actors in another.

This is why the region is better understood as a corridor security complex. Several adjacent security sub-complexes remain politically distinct, but they are operationally coupled through maritime routes, chokepoints, energy flows and critical infrastructure. No single strategist has to control the system for cumulative effects to emerge. Chokepoints then become escalation multipliers because limited disruption at one node can alter commercial behaviour, insurance pricing, energy expectations and naval allocation far beyond the immediate location.

This argument speaks to regional security complex theory, complex interdependence and weaponized interdependence, but it also departs from each. Its value lies in showing how escalation can become horizontal, distributed and infrastructural at the same time.

Maritime disruption is the clearest proof of connectivity. From the Black Sea to the Red Sea, escalation now travels through trade routes before it necessarily travels through armies. This does not make military power less important. It makes the geography of commerce part of the escalation ladder.

The Black Sea is the northern anchor of this system. It connects Russia’s war against Ukraine to food security, port infrastructure, naval access, mine risk and Türkiye’s legal role under the Montreux Convention. IMO describes the Russia-Ukraine conflict as a serious and immediate threat to crews and vessels operating in the Black Sea and the Sea of Azov. It has also warned about free-floating sea mines in the region. The Black Sea is therefore not merely a contested naval space. It is a maritime access problem with global consequences.

The Red Sea is the southern transmission belt. UNCTAD reported that the Suez Canal handled around 12 to 15 percent of global trade in 2023. After attacks against shipping in the Red Sea, container tonnage crossing the canal had fallen by 82 percent by the first half of February 2024. Ships did not simply absorb higher risk. They changed geography. Traffic shifted around the Cape of Good Hope and the risk was converted into transit time, fuel cost, emissions, freight rates, insurance calculations and naval-protection demand.

Hormuz is the energy-heavy version of the same logic. EIA states that the Strait of Hormuz carried about 20 million barrels per day of oil in 2024 and around one fifth of global LNG trade. Defense Domain’s earlier Hormuz analysis is relevant because it captured the military mechanism behind this economic risk. Iran does not need to close the whole strait to generate strategic effect. Even limited mining or credible danger in narrow commercial lanes could alter shipping behaviour, insurance pricing and market confidence.

This is the operational meaning of escalation architecture. The Black Sea, Turkish Straits, Eastern Mediterranean, Suez, Bab el-Mandeb and Hormuz have different legal regimes and military risks. But they are connected by the same mechanism: pressure on maritime movement changes the behaviour of distant actors.

Energy is the second proof of connectivity. The Black Sea, Turkish Straits, Suez, Bab el-Mandeb, Hormuz and Europe’s LNG terminals are not one pipeline or one sea lane. Yet they form a wider risk system because disruption in one node changes routing, pricing, insurance, supply expectations and political pressure elsewhere.

Hormuz remains the central energy threshold. EIA states that oil flow through the strait averaged 20 million barrels per day in 2024, equal to about 20 percent of global petroleum liquids consumption and more than one quarter of global maritime oil trade. About 20 percent of global LNG trade also transited Hormuz in 2024, mainly from Qatar. This means a Hormuz crisis would affect oil, gas, electricity planning and winter supply calculations in importing regions.

Europe’s post-2022 energy transformation makes this more important. The EU moved away from Russian gas partly by increasing LNG imports and expanding coastal infrastructure. The Council of the EU states that the EU imported more than 140 bcm of LNG in 2025 and that the United States accounted for almost 58 percent of total EU LNG imports. ACER reported a record 146 bcm and warned that a full-year Hormuz closure scenario could create a 27 bcm global LNG shortfall compared with 2025.

The European Commission states that EU LNG import capacity grew by 76 bcm between 2021 and 2025, reaching 242 bcm per year, with another 100 bcm expected between 2025 and 2030. This expansion improved resilience against Russian pipeline coercion, but it also shifted part of Europe’s energy security from land pipelines to ports, LNG terminals, FSRUs, regasification plants, grid connections and maritime approaches.

As argued in Defense Domain’s earlier analysis on LNG terminals as a new coastal dependency, LNG terminals are not ordinary commercial facilities. They are strategic nodes where maritime access, regasification capacity, storage, grid connection, digital control systems and resilience intersect.

The connection between Bab el-Mandeb and Hormuz is direct. EIA notes that in 2024, Saudi Arabia pumped more crude oil through the East-West pipeline to avoid shipping disruption around Bab el-Mandeb. That means a Red Sea disruption changed Gulf export behaviour. Chokepoints do not fail in isolation. A Red Sea disruption can increase reliance on alternative ports and pipelines. A Hormuz disruption can push producers toward Red Sea routes. But if Bab el-Mandeb is also under pressure, the alternative route is exposed too.

Europe did not eliminate energy vulnerability after 2022. It changed its geography. Pipeline dependence decreased, but exposure to maritime LNG, coastal terminals, global spot markets and chokepoint risk increased.

Critical infrastructure is the third proof of connectivity. The same geography that carries ships and energy also carries data, electricity, port operations, offshore systems, repair vessels and digital control networks. Escalation from the Black Sea to the Red Sea therefore moves through infrastructure exposure as much as through military deployments.

Submarine cables are the clearest example. TeleGeography estimates that over 90 percent of all Europe-Asia submarine cable capacity is carried by cables in the Red Sea. Many countries in Asia, East Africa and the Middle East rely on Red Sea cables for more than half of their interregional bandwidth to Europe. This makes the Red Sea a digital chokepoint as well as a maritime one.

The realistic danger is not always total digital blackout. It is degraded performance, repair delay, higher latency, reduced resilience and pressure on alternative routes. Strategic effect can be produced through uncertainty, attribution ambiguity, constrained repair access and higher operating risk.

Defense Domain’s previous analysis on submarine cable security is directly relevant. It argued that Hormuz, Bab el-Mandeb and the Egypt-Suez corridor should be read as dual energy-data chokepoints. The same logic applies to LNG terminals, ports and offshore infrastructure. A damaged cable may be repaired. A ship may be rerouted. A port may reopen. But the system changes when commercial operators, navies, insurers and governments start planning around the possibility that the infrastructure layer itself is exposed.

The Black Sea already shows this policy logic. The European Commission proposed a Black Sea Maritime Security Hub in 2025 to improve maritime safety, protect critical maritime infrastructure and strengthen demining cooperation. Reuters reported that the hub would support real-time monitoring from space to seabed and focus on vital infrastructure such as submarine cables, offshore platforms and energy operations.

The strategic lesson is simple. Protecting territory is no longer enough. Protecting flows matters as much as protecting borders. Those flows include grain, oil, LNG, containers, digital traffic, repair capability, maritime domain awareness and political decision time.

Proxy networks are the fourth proof of connectivity. They show how actors below the level of major conventional war can still generate strategic effects across maritime routes, energy markets and alliance planning. The key point is not that non-state actors control the escalation architecture. They do not. The key point is that they can exploit chokepoints where limited military action produces disproportionate political and economic consequences.

The Houthi campaign in the Red Sea is the clearest case. According to the House of Commons Library, US sources assessed that the Houthis launched nearly 190 attacks against commercial and naval ships between November 2023 and October 2024. The same briefing cites estimates that container ship capacity in the Red Sea was 64 percent lower than expected in October 2024. In April 2025, the UK Defence Secretary stated that there had been more than 320 Houthi attacks since November 2023 and that traffic levels had fallen by 55 percent compared with November 2023.

This is strategic spillover. The Houthis did not need to defeat a navy, occupy a port or close the Suez Canal by direct control. They only needed to raise the risk level enough for commercial actors to adjust behaviour. Shipping companies, insurers and cargo owners reacted to risk before states could fully restore confidence.

Reuters reported that Red Sea attacks pushed 47 percent more crude oil and oil products around Africa in the first five months of 2024. Around 8.7 million barrels per day moved around the Cape of Good Hope, up from an average of 5.9 million barrels per day in 2023. A missile or drone launched from Yemen can therefore affect oil routing, Suez revenue, Asia-Europe transit times and demand for naval protection.

Proxy networks act as pressure multipliers inside the wider architecture. They allow actors to impose costs while staying below the threshold of declared interstate war. In a connected escalation environment, military weight is not measured only by conventional order of battle. It is also measured by access to chokepoints, ability to exploit uncertainty and capacity to influence commercial behaviour.

Türkiye is one of the few actors whose geography, legal authority, alliance position and regional exposure cut across the whole escalation architecture. It is not only affected by the crises from the Black Sea to the Red Sea. It sits across the mechanisms that connect them.

The Turkish Straits are the only maritime passage between the Black Sea and the Mediterranean. Türkiye’s Ministry of Foreign Affairs describes the Montreux Convention as an essential element of Black Sea security and stability and states that Türkiye has implemented it properly and impartially for more than eight decades. Merchant vessels enjoy freedom of passage, while warship passage is regulated under specific rules. In a crisis environment where Black Sea access affects grain exports, naval signalling and NATO posture, Montreux is not a technical legal detail. It is a stabilising mechanism.

The operational layer is also important. Türkiye, Romania and Bulgaria established the Mine Countermeasures Black Sea Task Group to reduce mine risks and protect navigation. NATO’s Washington Summit Declaration welcomed its activation by the three littoral Allies. This is not a warfighting coalition against Russia. It is a practical maritime security mechanism designed to reduce risk while respecting the regional legal framework.

Türkiye also sits in the energy layer. EIA’s chokepoint data places the Turkish Straits alongside Hormuz, Suez-SUMED, Bab el-Mandeb and the Cape of Good Hope as part of the global energy transit system. Türkiye is therefore both a legal gatekeeper for naval access and an energy-passage actor in the wider Black Sea-Mediterranean system.

Türkiye’s relevance comes from the overlap of legal authority, maritime geography and alliance position. Montreux, mine countermeasures and the Turkish Straits give Ankara a practical role in managing escalation rather than merely reacting to it. It does not control the architecture. No actor does. But it is positioned at several hinge points where escalation can be constrained, absorbed or redirected.

The emerging escalation architecture creates a planning problem for NATO and the European Union. Their institutional structures still tend to separate the Black Sea, Eastern Mediterranean, Red Sea, Gulf, energy security, critical infrastructure protection and military mobility into different policy baskets. The crisis environment is moving faster than that separation.

For NATO, deterrence cannot be understood only through the eastern flank. The eastern flank remains central because Russia’s war against Ukraine is the most direct military threat to Euro-Atlantic security. But the Black Sea is also a maritime security space where freedom of navigation, mines, regional Allied cooperation and legal constraints matter. NATO’s 2024 Washington Summit Declaration described the Black Sea as strategically important and welcomed the Black Sea Mine Countermeasures Task Group.

The second NATO implication is force allocation. A connected escalation environment can stretch navies and surveillance assets across several corridors at once. The same European navies may be asked to support deterrence in the Baltic and Black Sea regions, contribute to Red Sea protection, monitor undersea infrastructure, prepare for Hormuz contingencies and sustain presence in the Mediterranean.

The EU faces a different but related problem. It is not a military alliance, but its exposure is systemic. Red Sea disruption affects trade. Hormuz risk affects energy expectations. LNG dependence exposes ports and terminals. Submarine cable vulnerability affects digital connectivity. Black Sea insecurity affects food exports, enlargement policy, regional connectivity and Ukraine’s resilience.

The EU’s own decisions already reflect this shift. The Council extended Operation ASPIDES until February 2027 to safeguard freedom of navigation in response to the Red Sea crisis. The operation protects vessels around Bab el-Mandeb while monitoring the maritime situation in Hormuz, the Red Sea, the Gulf of Aden, the Arabian Sea, the Gulf of Oman and the Gulf. A mission triggered by Red Sea disruption now follows a wider corridor logic.

The EU’s 2025 strategic approach to the Black Sea shows the same pattern from the northern end. The Commission framed the Black Sea as crucial for international trade, food security, geopolitical stability and energy security. It linked maritime safety, infrastructure, energy and digital networks in one regional agenda. This is the policy language of connected security.

The practical requirement is system-aware maritime domain awareness, which gives the ability to connect Black Sea risk, Mediterranean transit, Red Sea disruption, Hormuz energy exposure and undersea infrastructure vulnerability into one operational picture.

The wider region from the Black Sea to the Red Sea is not yet a single battlefield. It is also not a set of separate crises anymore. It is becoming a connected escalation architecture in which pressure in one theatre can produce military, economic, logistical, digital and political effects in another.

This is why “regional war” is not the best concept. It suggests one unified conflict. The current pattern is more fragmented but also more connected. Russia’s war against Ukraine, Middle Eastern escalation, Red Sea maritime attacks, Hormuz risk and European infrastructure vulnerability do not form one command structure. But they do form one risk environment.

The strategic danger is not only that war may spread geographically. It is that decision-makers may continue reading connected crises as disconnected files. Escalation can travel through a shipping route before it appears as a military confrontation. It can travel through an LNG market before it becomes a diplomatic crisis. It can travel through a submarine cable fault before it becomes an infrastructure emergency.

The region is not becoming one war. It is becoming one escalation environment. The next strategic advantage will belong to actors that can read the architecture before escalation travels through it.
